I may be wrong on this as its early and I have not had coffee, but Settings > Transcoder >Transcoder default throttle buffer, set the amount in seconds to buffer before throttling as something lower (I think by default its 60, or at least that's what mine had been set to.) 4. The buffering normally only lasts about 2 to 15 seconds and occurs every 2 or 3 minutes, so I think a bit more buffer would help. Sadly, can't put more ram in the darn Chromecast!!!

To add to B_Hound's comment, GPU/CPU, but also it's encoded/transcoded to the 'Transcoder default throttle buffer' limit you've set (located under transcoder settings). Setting it to a very high value isn't always a good thing, especially if the users have automatic quality set to on.
