I used Emudeck to setup for emulation as well and it does a tremendous job, but some of the per-game config files in Dolphin have settings that result in worse performance (for example dual core disabled in F-Zero GX). This is completely subjective. Steam Deck is more mature and established and runs a Linux based OS. Rog Ally has newer and better hardware and runs Windows. It really comes down to your use case OP.
