In all honesty the worst NCOER Comments I've ever seen was the lack of comments. An NCO I know has an eval from her time as the BDE Commander's Executive Assistant. The BDE CSM was the rater, and the BDE CDR was the SR. It's a decent evaluation until you get to the SR comments. NCOER bullets must be preceded by a lower-case letter "o" to indicate the comment's beginning. Each bullet comment should begin with a lower-case letter unless it's a proper noun that is normally capitalized. NCOER entries must begin with verbs or possessive pronouns (his or her); personal pronouns he or she may be used.
