As far as strength Omni-man is completely dominant compared to the Immortal, but as far as character he is weaker. The immortal lives forever and yet he still wishes to protect those weaker than him and make a better world for people. Viltrimites and Omni-Man view their immortality and strength as a reason to look down on those weaker than them. Viltrumites at least to me seem rather barbaric in their methods despite being the most 'superior'. They cull the other species for no reason other than being weak or opposing their ideals. They have an innate desire to dominate the universe, so using a basic tool like a knife is rather in line with their character imo.
